I am an environmental scientist, principal of Azous Environmental Sciences and a professional wetland scientist (Society of Wetland Scientist No. 001067). I am co-editor and co- author of Wetlands and Urbanization (CRC/Lewis Press 2000), a 300-page text and reference book on how best to protect and manage wetlands in an urbanizing environment. This text grew out of research performed by the Puget Sound Wetlands and Stormwater Management Research Program Team, of which I was a part. I have a Masters degree in environmental engineering and science (1991) and a Bachelor of Arts in landscape architecture (1977), both from the University of Washington. I have worked as a scientific analyst for over 20 years and have specialized in natural resource science since 1991. F_arD4nk$ SUMMARY Results of the analyses presented herein provide an independent verification of acceptable Je,,e_,c,ry performance for the Third Runway MSE walls that are designed in accordance with AASHTO. Four wall sections were selected for analysis to represent various soil conditions, and the Juneau range of wall and slope heights for the three proposed MSE walls. The purpose of the FLAC analyses was to provide additional information to the design team on anticipated wall performance to supplement the AASHTO design analyses. Results of the FLAC analyses are not intended to replace design analyses accomplished in accordance with AASHTO code. Long Beach The FLAC analyses show generally similar wall performance (stresses and displacements) will occur regardless of when liqueiaction occurs relative to the start and end of shaking. Dynamic response varies somewhat with stiffness of the modeled soil elements. This was of particular interest because soils at the site have: 1) varying resistance to liquefaction and 2) portland potential variability in the timing of the onset of liquefaction relative to the start of shaking.     Port of Seattle: Projects, Third Runway, Sea-Tat Airport, Protected Fish Page 1 ot t Third Runway Construction ls a Work in Progress The fill material needed to raise the third runway up to the current airfield elevation continues to be delivered to the airport via established routes. In order to expedite this delivery and keep trucks off local roads, work has started on temporary on/off ramps connecting South 176th Street and Highway 509 for the delivery vehicles. The project includes building retaining walls to support the ramps, placing fill material, building a storm water detention pond to control runoff, paving, and widening a portion of the shoulders along Highway 509 to accommodate the ramps. A timber "noise wall" is being built as a buffer between trucks using the ramps and a few houses in the vicinity. There will be some limited night work and occasional daytime lane closures on 509 during construction. The project is scheduled for completion by October. The contract for supplying 1.9 million cubic yards of fill this year was awarded to City Transfer of Kent. The delivery of this amount is not dependant upon issuance of environmental permits for the projects. Regulatory agencies are still reviewing the Port's permit application.
