Erik - AR 034820 7/28/2001 Exhibit-2213 ECY00017483 SeaTa_ addnKmal mn_galhm Mitigation for Temporary Impacts SeaTac 3 'd Runway The Final NaturalResource Mitigation Plan (N_MP) (December 2000) indicates that up to 2.05 acres of wetlands will be affected by the construction of temporary stormwater managementponds and other construction impacts (p. 4-8 and other). Approximately 1.25 acres will result from the construction of the stormwater ponds. Ecology has determined that the impacts characterizedas "temporary" in the NRMP are not temporal in naturebecause they will last for longer than a one-year period. The agency considers these impacts to be permanentand has determined that additional in-basin mitigation is necessary in the Miller Creekbasin. Additionalmitigation is necessary in order to mitigate for hydrologic, water quality and general habitat impacts that will result from the "temporary" impacts. In orderto compensate for these unmitigated impacts, the Port will amend the NRMP with the following: • The wetland/riparianzone comprised of wetland A 17b/c/d and waterD will be added to the wetland and buffer restoration/enhancement on Miller Creek.
