It also served as notification of a request to the State of Washington, Department of Ecology (Ecology), for Water Quality Certification, and Certification of Consistency with the Coastal Zone Management program (see page 11 of the public notice). However, the notification form used in the State of Washington for public notification of Water Quality Certification review was inadvertently left out of the notice.
