GOVERNOR'S CERTIFICATION: REQUIREMENT #5 Requirement#5 excerpt:"...such that the projectwillnot cause changesto the locationof the hydrologicaldivide between Miller and Des Moines Creeks in a manner that alters average instream flows..." The SMP contains material intendedto support this requirement, and discussionsregardingthis materialhave been held in the SMP Technical meetings. Ecology willprovidefeedbackto the Port regardinghowto interpretthe languagein Requirement#5. OVERSIGHT I MONITORING King Countyhas recommendedthat Ecology acquire enhanced dedicated oversightcapability for constructionand implementationof the SMP.
