History on this project suggests that we cannot predict how much longer it will take to reach a point where we can makea defensible decision. Several Port - submittals are pending,and are interrelated.The applicantcontrolsthe information. Ecology can only tell them what is short. also recommend that a firewall be put in place between Dyanne and the Port. Dyanne should be insulated from the Port to the same extent that Ecology employees are. Overall task: To continue to evaluate and refine the natural resource mitigation plan •for compliance with Section 401 of the Clean Water Act, RCW 90.48, and previously stated environmental objectives for the project (1:1 in basin. 2:1 out of basin). Dyanne to continue review of mitigation package to ensure that it is technically solid, legally defensible, and implementable. Specific tasks include, but are not limited to the following: • Review relevant project documents submitted to date. • Review and become familiar with site conditions in the Des Moines, Walker and Miller creek basins, and the Auburn mitigation site. • Field verify new wetlands at the Auburn mitigation site (with Corps of Engineers staff).…
