Included in this documentationis informationregarding petroleum-impactedsoilhorn Summit Ridge that was placed and subsequentlyremoved from the Third Runway embankmenL In order to provide some additional detail regarding this event, I spoke to representativesfrom Hart Crowserand the Portsite inspector. For thisparticularproject, Hart Crowser was the engineering firm representingthe site owner and was not representing the Port of Seattle. Based on discussionswith Hart Crowser and the Port site inspectorand on the review of the site fill submittals_ followingsequence of eventswas identified: • The Summit Ridge site was a former residential parcel located in downtown Bellevue. The initial environmentalreview of this site did not identify any significantenvironmental issues of concern (Summit Ridge F'¢ Source Site Approval, Amec, October 2, 2000). Because of site's Iocatk:min an urban area, the Port requl'ed periodic inspectionby en environmental professionalduringthe excavat_n of the upper 10feet of the site. • The Port began receN_ soilfromSummit Ridgethe evening of October 4, 2000. • On October 5, 2000, Setlen ConstructioncontactedHart Crowserregarding peVoleum odors in excavated site sol Upon visitingthe site, Hart Crowser representatives identifiedpotential petroleum-impactedsol in a site soilstockple.
