I am looking forward to the challenges of my new position in California, though I know I will miss serving the state of Washington. It has been a privilege to work on such challenging issues over the years, and I've appreciated the opportunity to help make a difference in protecting the state's waterbodies. am also providing this letter in response to your request for information on Ecology's review of the proposed SeaTac expansion under Section 401 of the federal Clean Water Act. Please excuse the lateness of my response, as I have been busy completing all my other work at Ecology. I've included with this letter a brief assessment of my view of the issues - due to several time constraints, it is not complete, but it does focus on what I believe are some of the primary issues to be resolved in the project review. In all fairness, I must include two caveats with this letter. First, this assessment reflects my own views of the issues based on my work over the past several years to develop a defensible 401 decision. It may not fully reflect the views of others at Ecology.…
