call today from Ann Kenny re: 401/Agreed Order/Governor's certification letter. She said, yes, Ecology is interested in separating the 401 from the Agreed Order, but intends to get to "reasonable assurance" for 401 through another study looking at possible pathways from AOMA to 3rd runway, Said A.O. was never intended to assess more than relatively local impacts of contain, in the AOMA area. Said Ecology approach was to recognize that things have changed since the Gov's letter was written. Said she's happy with the work Ecology's tech experts are doing. let her know that if I did an affadavit, it would be on my understanding of the connection between the various documents during my stint as project reviewer.
