Re: Your Letter of November 22, 2000 to Erik Stockdale concerning Ecology's Request for Bid for Review of the Natural Resource Mitigation Plan for the SeaTac Third Runway Project. Thank you for your recent letter expressing concerns regarding the process Ecology has used to select a wetland consultant to review wetland documents related to the SeaTae Third Runway project. We agree that RCW 39.80 applies when governmental agencies want to hire architectural, engineering, and land surveying services. However, in this • : case, Ecology is seeking the services of a Professional Wetland Scientist to evaluate the impact ofthe Port of Seattle's project to wetlands and their biological functions. We are not looking for the services of an architect, an engineer, a land surveyor, or a landscape architect.
