As you know, the Port's runwayproject proposals are substantial and complicated. There simply wa_ notadequate time to properlyreview and assess all of the remaining project related issues prior to the end ofthe current§ 401 Certification decision time_ame. We do greatly appreciate the efforts Port staff and consultantshave made to provide necessary information for asenoy review andwe assureyou thatyour decision to withdraw will not affect Ecology's commitment to continue to pro_."dinga thorough andfair review of Port pmposids in the future. It is our responsibility to ensurecompliance with pertinentenvironmental laws and regulations. Consistent with this responsibifity, our environmental objectives for the Port's runway and related projectshave remainedunchansed. We will only approve the Port's project if we have reasonable assurancethat the naturalresource and stormwater management plans prevent further degradationto water qualityand aquatic resources in the sub-basins surroundingSeaTac Imamtional While Ecology's review was not completed within the present § 401 Certification timeframe, Ecology staff are confident that the Port's project may be permitted provided the Port submits appropriateadjustmentsto sto_mvv_termanasement plans andthose adjustments are integrated without nesative effect on the cmrent the naturalresource management plan. _i _ _.
