Ray/Ann: I provide the followingin a continuedeffort to maintain a clear understanding about expectations. Ching-Pi and I have committed to help SEAP develop the technicalwork scope they will require the Port to complete in order for the 401 Certification process to move forward. That is differentthan committing to review what the Port produces as a result of the work scope required by SEAP. am not comfortable with the notes specificallycommittingTCP to reviewing submittalsfrom the Port which result from SEAP requirements for 401 Certification (See 414, under "Process'). This puts TCP in the awkward positionof working on the 401 Certificationprocess at the same time we have deferred workon the MTCA Order. Also, until I understand what it is TCP would review I cannot agree to do it. Notes from our "management" meeting withthe Port. This is rough and there will be some fine tuning e.g., page 3 - the AAGs won'tmake the policydecision regarding the water right issue, the AAGs will advise the WR Program as it deliberates the water right policymatter... ---Original Message-n From: Rachel McCrea [mailto:rachelm@floyd-snider.com] Sent: Monday, March 12, 2001 8:42…
