Have you heard back from Ms. Oliva or anyone else yet regarding its whereabouts, or do you have any more information about it? In addition, the Port is citing a "Stream Survey for Miller Creek" (with no further information provided such as the survey's date or author, etc.) in its response to public comments (at, e.g., page 111-68,under response #10). Could you please tell us what your understanding is of what stream survey they are referring to?
