Welcome: Facilitator Andres Mantilla, BDS Planning, opened the meeting and covered meeting ground rules. II. Federal Policy Update, Eric Schinfeld, Port of Seattle • FAA reauthorization bill – stuck in the Senate committee since July. The bill is held up by an effort to change current flight training hour requirements to allow for use of flight simulator training hours. House bill passed its bill by a huge bipartisan margin. o As we have discussed before, four to five of our seven priorities remain alive in the reauthorization process. o If Congress does not pass the bill by March 8, Congress will need to extend the current authorization. o (Editor’s Note: Three days after the meeting, the Senate Commerce Committee passed its version of the FAA Reauthorization bill. Still unclear is the exact timing for full Senate consideration, but good to see progress. • Appropriations FY24: o Congress has until March 8 to pass FY24 appropriations. We are hopeful that Senator Murray’s provision in the Senate’s FY24 transportation funding bill remains, which would fund a study of failed noise insulation to get a more accurate sense of the scope of the issue in our community. Federal Policy Update, Eric Schinfeld, Port of Seattle • What’s happening in DC o FAA reauthorization bill – stuck in the Senate committee since July. Issues remain regarding changing current flight training hour requirements to allow for use of flight simulator training hours. This is deemed toxic by some Democrats. House did its job in an efficient fashion - passed its bill by a huge bipartisan margin. § Regarding the delay on the Senate side. Does pilots’ association even care one way or the other on this delay? There is a shortage of qualified trained pilots. It’s very hard to get 1500 hours training. § It’s a shame this one thing is holding up the entire bill. What’s the likely timeline of the extension? Rumor is FAA asked for six months extension - because they say they can’t do their training and funding levels in less than six months. Congress wants a six week extension. What’s Happening in DC a. The outlook for FY24 appropriations is significantly impacted by House Republicans veering from the debt ceiling compromise, which does not bode well for successful passage of timely federal funding; a government shutdown is increasingly likely on October 1. The House is marking up their version at $130 billion less than the Senate, which will be difficult to reconcile. Part of the debt ceiling agreement was that all appropriations bills must pass by December 31, or all departments would receive a 1% cut across the board – including defense. FY23 federal funding runs out on October 1, but a continuing resolution could buy time for a compromise until the end of the year. b. What happens next: Currently bills are being marked up in the House and Senate Congratulations to SeaTac and Burien – they both have “earmark” requests currently included. 2. If used more often, noise benefit for north Seattle would be significant. The turn through Elliot Bay is rarely utilized however. III.
