StART’s New Operating Procedures, Marco Milanese, Port of Seattle Marco outlined the major changes in the new operating procedures. They are as follows: A. Steering Committee o Steering Committee is established to provide support, guidance, and strategic direction for StART o Membership of the Steering Committee will include the Chair, primary non-elected city representatives, and airline representatives. B. StART shall have a formal relationship & reporting structure with Highline Forum C. It is the responsibility of each city or entity to ensure adherence to the operating procedure from their appointed members and alternates. D. Membership on StART does not preclude StART members from participating fully in any airport- related environmental review processes. E. Meetings will not be officially audio or video recorded. III. Late Night Noise Limitation Program o Q3 is historically the busiest quarter for air traffic at SEA. o FedEx had the most late night noise exceedances during Q3 2021. § China Airlines Cargo, with the second most exceedances, is the single loudest operator during the late night hours. § Asiana Cargo, the third on the list and with the cherry season winding down, should continue to drop farther down the list. § Delta Air Lines started operating a larger aircraft on their late night flight to Atlanta, which increased their late night noise exceedances. Some of their red-eye flights left their gates later than normally scheduled. Meeting Summary: The main focus of the meeting was to review data and to discuss options for a voluntary night-time curfew and elements of a potential revised Runway Use Agreement. In order to provide informed direction, the Working Group also reviewed an analysis of night-time operations.
