  • 2020 UPDATE to StART Federal Advocacy plan

    In April 2020, the FAA submitted a report to Congress in response to Sections 173 and 188 of the FAA Reauthorization Act: https://www.faa.gov/about/plans_reports/congress/media/Day- Night_Average_Sound_Levels_COMPLETED_report_w_letters.pdf. The conclusion of the report is that the DNL continues to be the recommended metric. However, members of Congress - including Representatives Jayapal and Smith - sent a letter to the FAA deeming this report insufficient. The FAA has not released the "noise annoyance survey" to-date. Overflight noise/human health study FAA Reauthorization Implementation Help shape the scope and implementation of the study No update at this time. Environmental Pilot Program FAA Reauthorization Implementation Help shape the scope of the grant program, and secure funding for an innovative local pilot for mitigation The US House of Representatives passed its FY21 appropriations legislation that included direction for the FAA to "implement the Environmental Mitigation Pilot Program" as required in the FAA reauthorization bill. Negotiations with the US Senate are ongoing. Air Traffic Noise and Pollution Expert Consensus Act Legislation Advocate for passage No update at this time. Protecting Airport Communities from Particle Emissions Act Legislation Advocate for passage The US House of Representatives-passed HR 2, the Moving Forward Act, includes this legislation as an amendment. Negotiations with the US Senate are ongoing. Secondary Insulation for "Failed" Packages Legislation Advocate for passage US Representative Adam Smith is currently finalizing this legislation for introduction.     StART enhances cooperation between the Port of Seattle and the neighboring communities of Seattle-Tacoma International Airport April 22, 2020 Recap The SEA Stakeholder Advisory Round Table (StART) meeting took place on April 22, 2020, through video conference, with a focus on gaining perspective on and discussing the impacts of COVID-19 on aviation as well as the challenges facing the airport area cities. This voluntary, advisory roundtable, convened by the Airport Managing Director, Lance Lyttle, is a venue for the Port of Seattle to engage with the communities of SeaTac, Burien, Des Moines, Normandy Park, Tukwila and Federal Way. Representatives from Delta Air Lines and Alaska Airlines are also members. The Federal Aviation Administration (FAA) participates as a non-member. The cities of Burien, Des Moines, and Federal Way have temporarily suspended their involvement in StART. The Airport Managing Director, Lance Lyttle, welcomed the new community representative from Tukwila and the new cargo representative. Lyttle provided an overview of the impacts of COVID-19 on the airport. He stated that the airport has been hit very hard and provided a number of details including: • The number of travelers coming through the airport is down around 90-95% from 2018’s projections. • In 2018 there was 50,000 people a day moving through the airport and currently there is approximately 2,500 a day. • Airlines have canceled hundreds of flights. • 62 airport dining and retail locations are closed. • Many airport workers have been laid off.     StART enhances cooperation between the Port of Seattle and the neighboring communities of Sea‐Tac Airport Feb. 28, 2018 Meeting Summary The Sea-Tac Stakeholder Advisory Round Table (StART) kick-off meeting took place Feb. 28, 2018. This voluntary, non-governing regional roundtable, convened by the Aviation Managing Director, Lance Lyttle, is a venue for the Port of Seattle to engage with the communities of SeaTac, Burien, Des Moines, Normandy Park, Tukwila and Federal Way. Representatives from Delta Air Lines, Alaska Airlines and the Federal Aviation Administration (FAA) also participate. The current members are: Burien: John Parnass, Terry Plumb, Brian Wilson Federal Way: John Resing, Chris Hall, Yarden Weidenfeld Des Moines: Sheila Brush, Ken Rogers, Michael Matthias Normandy Park: Eric Zimmerman, Earnest Thompson, Mark Hoppen SeaTac: Tejvir Basra, Rober Akhtar, Joe Scorcio Tukwila: Trina Cook, Thomas Lee, Brandon Miles Alaska Airlines: Megan Ouellette Delta Air Lines: Tony Gonchar Port Of Seattle: Lance Lyttle, Mike Ehl This first meeting began with a welcome by Lyttle, who praised the unique opportunity that the round table presents.
