    3-24-2021 Highline Forum meeting, Public Comment, Bernedine Lund, resident of Federal Way, member of QSPS and volunteer for 350 Seattle Aviation Group Hello, everyone, Below is a comment I gave to the PoS Commissioner’s meeting on March 9, 2009: On Feb 23-26, I attended the virtual presentation of the Aviation Noise & Emissions Symposium 2021. The first presentation was on dispersion of flight departures as a way to reduce the constant noise created by overhead flights. In the presentation an example dispersion of flight tracks at Charlotte Douglas Int airport was shown in before and after dispersion pictures. The dispersion effected about 308 flights, with the before flight path about 1.6 miles across widening to 2.5 miles, and further out the width went from 3.2 miles across to 6 miles across. See the attached before (2014) and after (2019) pictures. The before picture reminded me of the picture of the departure flight paths going over noise monitor 22 that I included in my written public comment on Feb. 23. See attached 3rd picture. The similarities in the two different before pictures is striking, in that the flight paths were well defined in the before picture. The after picture shows much more spread out flight paths so that you do not have single lane flight paths. This made me made me wonder if you have ever considered asking the FAA to disperse the departing flight paths The FAA authorization of 2018, Section 175, gives airports the right to make such a…

    Reopening our City in the post-COVID World: “This is not a challenge—this is an opportunity.” 5/26/2021 3 The Highline Forum City of Federal Way Update Proud of our COVID-19 Response • Working with the Multi-Service Center, Senior Center food bank and other local partners, we were able to help ensure food banks were stocked for our neighbors in need. • Rental assistance was crucial and we were able to help with $500,000 in direct payments for families who were unable to pay their rent. We did this in partnership with El Cento De La Raza. Eighty percent of this critical lifeline of rental assistance went to historically marginalized communities. 5/26/2021 4 The Highline Forum City of Federal Way Update • Using CARES Act funds we distributed $4.4 million in vital resources including cash payments to approximately 638 businesses devastated by the COVID caused closures. • When the second round of restaurant closures hit, we were able to send individual $5,000 in grants out to 82 local establishments in one week to help stay in business through the holiday season! 5/26/2021 5 The Highline Forum City of Federal Way Update • Shop Local Federal Way was launched with website, social media, signage, and events were activated on Thanksgiving in partnership with local small business owners and the Chamber. • We are now analyzing the details of the American Rescue Plan of 2021 to leverage on behalf of our community an allocation of 19 million for the reopening of our city in…

    Puget Sound Energy to make an additional $27.7 million available to help customers pay bills BELLEVUE, Wash. (May 18, 2021) – Recognizing that many families are still struggling financially due to COVID- and will likely continue to do so even as the economy recovers, Puget Sound Energy is making an additional $27.7 million in bill payment assistance available through its COVID Bill Assistance Program. This builds off the more than $9 million in bill assistance PSE gave to more than 15,000 customers from April through September of 2020. “When the pandemic first hit, we committed that no customer should go without lights, heat or hot water,” said PSE President and CEO Mary Kipp. “We stand by that more than a year later with a level of assistance that is unprecedented and which can make a significant difference for our customers.” To qualify, customers’ net household monthly income must fall at or below 200% of the Federal Poverty Level (FPL) and have a past due balance. Customers can receive up to $2,500 per program year in additional bill assistance. Customers who received energy assistance in the past may automatically receive a grant to forgive past balances due, up to the $2,500 annual limit. PSE is offering extended payment plans up to 18 months and allows customers to change bill’s due date for those who may need additional assistance.     The Center of Excellence for Global Trade & Supply Chain management is working with iUrban Teen to create a supply chain career awareness program in early August. A group of high school students from underserved populations will come to Highline's campus August 3 - 5 to learn more about careers in supply chain, including from speakers who work in the industry and come from similar backgrounds as the high schoolers. The students will get to visit the airport and get a tour of the air cargo operations.
