The Highline Forum provides Southwest King County municipalities, educational governing bodies, and the Port of Seattle with the opportunity to share information, interact with outside speakers and other governmental organizations, and work in partnership on initiatives that benefit the residents of Southwest King County.
One elected representative and one senior administrator from the following jurisdictions or institutions make up the membership of the Highline Forum:

Reopening our City in the post-COVID World: “This is not a challenge—this is an opportunity.” 5/20/2022 3 The Highline Forum Federal Way Update 2022 State of the City While there is much that is happening in Federal Way, the State of the City focused on five major areas: • Our Response to COVID-19 • The Budget • Economic Development • Public Safety • Federal Way’s Homelessness Response 5/20/2022 4 Highline Forum Federal Way Update Support for Ukraine 5/20/2022 5 The Highline Forum Federal Way Update Opening of “The HUB” Last week our partnership with the region’s educators including Highline College, the University of Washington Tacoma, and Federal Way Public Schools culminated in the opening of the “The Hub,” a satellite education facility providing access to post-secondary and adult education. 5/20/2022 6 The Highline Forum Federal Way Update COVID-19 Humanitarian Response • Working with the Multi-Service Center, Senior Center food bank and other local partners, we were able to help ensure food banks were stocked for our neighbors in need. • Rental assistance was crucial and we were able to help with $500,000 in direct payments for families who were unable to pay their rent. We did this in partnership with El Cento De La Raza. 5-25-2022 Highline Forum meeting, Public Comment, Bernedine Lund, resident of Federal Way and volunteer for 350 Seattle Aviation Group Hello, everyone, Anyone reviewing the 2021 StART Annual Report and thinking back to the previous annual reports, say 2018, 2019, or 2020, will see a marked difference in the reports. Previous reports gave a summary of the agenda, discussion, presentations, and public comments. The 2021 report gives a different type of summary, with each meeting and working group meeting listed, members attending the meeting, and general list of topics. This more recent annual summary does not give details of any of the discussions and is like a boilerplate presentation with full color pictures, ready for printing as a glossy brochure that can be printed and passed out as advertisement for Sea-Tac. If a reader wants to know what happened at the meeting, the reader needs to go to the individual minutes. However, there is no way someone can determine what was done or said at a StART Steering Committee meetings that began in 2021, as there are no minutes or summaries of these meeting. As noted in the 2021 StART annual report, page 5 “Steering Committee”, the Steering Committee does make decisions about StART membership. Non-StART members such as the FAA also join the Steering Committee meetings. This lack of openness and mixing of state laws regarding meetings seems to contradict the heading of the 2021 StART Annual Report, page 4, “Renewed Culture of Trust & Cooperation.” Not everyone may know… -

• Created by the Port Commission in 2016. • The program provides Cities per capita funding to advance local economic development throughout the region. • Annual grant funding provided on a $1 per capita formula: • Grants capped at $60,000 • Smallest cities receive a minimum of $5,000 • Provides cities some flexibility to define local economic development projects. • Work needs to tie to Century Agenda and/or Port business interests. • Require a 50% local match to ensure cities are also committed to project success (monetary or in-kind). Priorities: Pandemic Relief and Recovery • Narrowed eligible uses of grant funds to focus on economic relief and recovery: 1. Small business (and key industry) assistance 2. One of the six practice areas in economic development is BRE. The annual business outreach survey (Business Synergy) has become a signature SeaTac BRE program. The survey is funded by a Port of Seattle grant and the annual results drive decision- making on business support programs that the City develops and manages. City of Burien, Human Services: Workforce Development Investments 2021-2022 Pre-Apprenticeship Construction Training/Support 21-22 Funding: $12,000 Provides pre-apprenticeship training in the building trades, employment navigation, and supportive services leading to successful family-wage careers. Burien Residents, 100% BIPOC Youth Mural Apprentice Program 21-22 Funding: $26,524 Provides a Mural Apprentice Program for youth from eligible low- and moderate- income households. This is an arts-based employment program for teens who face barriers to the arts, education, and employment, including those in the juvenile court system. Burien Residents (Youth), 100% BIPOC Immigrant & Refugee Training & Employment 21-22 Funding: $20,000 Connects refugees and immigrants to the resources they need to overcome barriers to employment and access family-wage jobs.
