March 10, 2012 City Council Retreat Minutes

CALL TO ORDER – The City Council Retreat was called to order by Mayor Kaplan at 9:08 a.m. at the Des Moines Activity Center, Des Moines Creek Room, 2045 South 216th Street, Des Moines WA 98198. ROLL CALL - Present were Mayor Dave Kaplan; Mayor Pro-Tem Matt Pina; and Councilmembers Bob Sheckler, Carmen Scott, Jeanette Burrage, Melissa Musser, and Dan Caldwell. Staff present were City Manager Tony Piasecki, Assistant City Manager Lorri Ericson, City Attorney Pat Bosmans; Finance Director Paula Henderson; Parks Recreation and Senior Services Director Patrice Thorell; Interim Police Chief John O’Leary; Planning Building and Public Works Director Grant Fredricks; Harbormaster Joe Dusenbury; Police Commander Kevin Tucker; Municipal Judge Veronica Alicea-Galvan; Court Administrator Jennefer Johnson; City Clerk Sandy Paul. COUNCILMEMBER COMMENTS/CONCERNS REGARDING BUDGET PROCESS AND STRUCTURE Mayor Kaplan invited individual Councilmembers to share their priorities as viewed from their own perspectives. DISCUSSION/REVISION/PRIORITIZATION (dot exercise) OF CITY COUNCIL GOALS SET AT JANUARY 14, 2012 RETREAT Each Councilmember was given 8 yellow dots to place on each listed priority in order of its importance to them. Multiple dots could be placed on one priority. BREAK – Councilmembers and attendees took a 15 minute break. DISCUSS OF RESULTS OF PRIOITIZATION(dot exercise) The City Council reviewed, discussed and revised its Goals, ranked in order, as follows: Goals 1. Protect people and property 2. Improve economic stability, vitality and development 3. Maintain the City’s infrastructure 4. Enhance the City’s infrastructure 5. Provide efficient and effective customer-oriented City services 6.
