• Commission passed Motion 2020-4: Acceleration of Sound Insulation Programs. – Port of Seattle Executive Director shall take necessary actions to accelerate the airport Sound Insulation Program to complete by 2026. • To meet the Commission Motion: – 2 additional staff have been hired to oversee the program – 70+ other staff will support the project as needed – 2 Consulting firms have been hired for construction related services Potentially Eligible Properties Program Eligibility • Residential parcels must be located within the Noise Remedy Boundary • Been built prior to the enactment of local building codes that either met or exceeded noise reduction program goals – 1986 in Des Moines – 1987 in all other areas • Must pass a noise audit to determine if the interior noise levels are at least 45 dBA DNL History of Sound Insulation Sound Insulation Program • Single-Family Homes - over 9,400 sound insulated since 1985 • Condominiums – five complexes sound insulated (246 units) • Highline College – Approximately $14M for sound insulation in 14 buildings • Approximately $300M on sound insulation projects Highline School District • Memorandum of Agreement signed in 2002 to assist with reimbursement funding for reconstruction of noise impacted schools – $50 million from FAA – $50 million from Port – 15 Schools in the agreement • 10 completed, 5 remaining – Project timing is dependent on the School District’s construction schedule Single-Family Homes • Remaining 140 homes potentially eligible – Goal of 13 (or more) to be completed…
