AN ACT Relating to mitigating harm and improving equity in large 1 port districts; amending RCW 53.36.020, 53.54.010, 53.54.020, 2 53.54.040, and 70A.65.260; adding a new section to chapter 53.54 RCW; 3 adding a new section to chapter 53.36 RCW; adding a new section to 4 chapter 43.330 RCW; adding a new section to chapter 53.20 RCW; and 5 creating a new section.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:7 NEW SECTION. Sec. 1. The legislature finds that airports are an 8 important part of Washington's economy. Airports enable travel for 9 business or recreation, allow for the transportation of cargo, and 10 provide thousands of jobs for the people of the state.11 For those living near an airport, however, there can also be 12 adverse environmental and health impacts from airport noise and air 13 pollution. In King county, the majority of people identifying as 14 Black, Hispanic, Native Hawaiian, or Pacific Islander live within 10 15 miles of Seattle-Tacoma international airport. A 2019 study conducted 16 by the King county department of health found that this population 17 faces health, resource, and risk disparities as compared to the rest 18 of the county.
