At the request of the City of Des Moines, ESA Adolfson (Adolfson) delineated wetland boundaries, flagged the ordinary high water mark of streams, and prepared this technical report for the Des Moines Creek Flood Mitigation Project (project), located in the City of Des Moines, Washington (Section 8, Township 22 North, Range 4 East; Figure 1). The Scope of Work for this project included wetlands determinations, delineations, an assessment of wetland functions, stream ordinary high water mark (OHWM) identification, impact assessment and preparation of a conceptual mitigation and restoration plan. A final mitigation plan will be prepared during final design following approval of the concept outlined in this study. 2.0 SITE DESCIPTION The Beach Park site has a land use designation of Park and is zoned Residential Suburban Estates (R-SE). Des Moines Beach Park provides several public amenities including: recreational (play and picnic areas, trails), public services (parking, historic buildings), and residential. Des Moines Creek enters the northeastern project area boundary and flows southwest under several vehicle and pedestrian bridges and several historic buildings (Figure 2). Des Moines Creek continues to flow in a southwesterly direction until it leaves the project area and drains to Puget Sound. 3.0 PROJECT DESCRIPTION The Des Moines Beach Park Historic District is a complex of buildings that exhibit rustic camp architecture.
